Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
currently, 'no-op' deployment forms disable the deployment button, reasoning there is no point.
however, when there are code changes, redeploying may be of use even without changes to the operator configuration.
we may want to re-evaluate what model makes more sense here.
