I want to be able to use TLDs needing Nameserver Predelegation Checks like de/no/dk/nl,
so that I may use domestic domains.

NAST gates .de deterministically and our hold_zone step (#1859, now waiting for every nameserver) is exactly the precondition NAST checks, so .de is plausibly already satisfiable
