This PR adds a basic README file at the top-level of this repository. It can of course be improved upon a lot, but we need a start somewhere.

Note for later: We should (and can! here's an example of roughly how) auto-generate that overview since it will go out of sync if we don't. It needs a bit of preparation, and is so low in priority that I won't clutter the issue tracker by escalating it to a ticket.
